 RTS Sampler also allows users to grab sounds from existing RTS files, and place them into new RTS files. Or make new RTS files from scratch, using existing VOC, or WAV file formats!

RTS Maker/Editor for Windows '95 v1.2
Adam F. Nielsen		 59 RTS Editor can load, play, edit, and save Remote Ridicule (RTS) files for use with games like Shadow Warrior, Duke Nukem 3D, Blood, Rise of the Triad, and so on. The editor is very easy to use, and you can even extract sound files (in WAV or VOC format) and save them as WAV files. In this new version, you can save credits and a description in the RTS file. In addition, a few bugs have been fixed.

Double click on a .wav file to hear it, drag and drop 10 selected files to a list then click to make your RTS file. It's that easy. With this Program  you can also unpack any RTS file that you may have. **NOTE** make sure that you have a copy of RTSMAKER 2.0 because WinRTS Maker will not work without it.
